Have you looked at the help, found in the Auctioneer Wiki?

Open the folder that contains the *.toc for Auctioneer, and check the path.

If AucClassic, this should be ...\World of Warcraft\Interface\Addons\Auctioneer\.
If AucAdvanced, this should be ...\World of Warcraft\Interface\Addons\Auc-Advanced\.

Version 4.0 is no longer supported (and hasn't been for a long time).
If you found a link suggesting you download that version please let us know as we'd like to get rid of it.
