Implementation for ENX-17

    Per instructions in IRC, I've zipped up my implementation of ENX-17 and uploaded it to up.Norganna.org:

    This contains 3 changed files(only a dozen or so lines added/changed in all). I got the most recent from svn.norganna.org before making my changes.

    This change adds an 'Auto DE Rare Items' and 'Auto DE Epic Items' checkbox to the Enchantrix automation config screen, both defaulting to true/yes/checked. If these are un-checked, Enchantrix auto-DE will no longer prompt to disenchant items of the checked level.
